NuRock Companies has submitted plans for a 130-unit affordable apartment building near Opa-locka, which would be its second project in the area. The proposed development, named Heritage at Gratigny Park, would be located on an almost 1-acre vacant lot at the southwest corner of Northwest 120th Terrace and Northwest 27th Place in unincorporated Miami-Dade County. The surrounding neighborhood is primarily industrial.
The company, based in Alpharetta, Georgia, has requested a zoning verification from Miami-Dade County. This step is generally required to confirm local regulations governing the site and check for any outstanding code violations. NuRock’s application indicates it will seek funding from the Florida Housing Finance Corporation (FHFC), a state-affiliated agency that supports affordable housing projects through financing options such as low-income housing tax credits. A zoning verification is usually needed by FHFC before granting such funding.
NuRock also has plans for another nearby project: an 11-story, 130-unit multifamily building called Residences at West View Landing at the southeast corner of Northwest 27th Avenue and Northwest 123rd Street. This project is being developed under Florida’s Live Local Act, which encourages affordable housing by providing property tax incentives and permitting larger buildings than otherwise allowed. All units in this building will be reserved for households earning up to 80 percent of the area median income (AMI), exceeding the law’s minimum requirement that only 40 percent of units must go to tenants making up to 120 percent of AMI.
According to public records, NuRock purchased the two-lot site for Residences at West View Landing for $2.6 million in May.
The land intended for Heritage at Gratigny Park is owned by an entity linked to Art + Tec Development, a real estate firm led by Gabriel Boano and Paula Lowenstein Boano and based in Bay Harbor Islands. In 2021, Art + Tec had planned an eight-story, 168-unit apartment building on this site but did not proceed with construction.

In other parts of South Florida, NuRock completed Crystal Lake, a 92-unit complex in Pompano Beach, as well as Heritage at Pompano Station with 116 units—both including affordable apartments. Last year, NuRock finished Residences at Naranja Lakes, a pair of five-story buildings with a total of 140 units located on South Dixie Highway in Miami-Dade’s Leisure City neighborhood.
The company also plans to build a 134-unit apartment complex for low-income families on Washington Street in Hollywood. In support of this effort, city commissioners approved lending $640,000 to NuRock in their application process with FHFC.
Developers focused on affordable housing continue to see steady demand for below-market rate apartments throughout Miami-Dade County due to ongoing affordability challenges for many residents. These developers often benefit from financial tools such as LIHTC subsidies and government grants that can help make projects financially viable.
