Florida Public Service Commission completes hearing on FPL rate request and settlement

The Florida Public Service Commission (FPSC) has completed a nine-day hearing regarding Florida Power & Light Company’s (FPL) request to adjust its rates and a proposed settlement agreement. The hearing involved expert testimony, cross-examination, and analysis of both FPL’s original rate request and the settlement proposal.

The process was divided into two phases, allowing intervenors to question witnesses about both the initial rate petition and the proposed settlement. The settlement was negotiated between FPL and several groups, including The Florida Industrial Power Users Group, Florida Retail Federation, Florida Energy for Innovation Association, Walmart Inc., EVgo Services, Americans for Affordable Clean Energy, Circle K, RaceTrac, Wawa, Electrify America, Federal Executive Agencies, Armstrong World Industries, and the Southern Alliance for Clean Energy.

Following the presentation of evidence and pre-filed testimony, all parties will be able to submit post-hearing briefs. These briefs will serve as final arguments based on the full record from both the direct case and the settlement proposal.

The FPSC has scheduled a Special Commission Conference for November 20, 2025. At this meeting, commissioners will discuss the proposed settlement agreement, considering all evidence from the hearing.
